The discovery of two serious security vulnerabilities in the programming language “PHP,” which is relied upon by millions of websites and applications around the world, has triggered a state of alert among governments and companies, amid warnings of the potential for exploitation to breach servers and execute malicious code remotely, prompting the relevant authorities to hasten the installation of security updates to protect their systems and data.

The two vulnerabilities, which were identified with the help of artificial intelligence, caused disruptions affecting some government websites and services in the UK, Finland, and Japan, coinciding with urgent measures to install security updates, according to the Associated Press.

Remote Code Execution

The FBI warned that the vulnerabilities could allow attackers to execute malicious code remotely on the affected servers, which could lead to information theft, data modification, or the use of the compromised systems to carry out other cyberattacks.

The vulnerabilities are identified as (CVE-2026-109618) and (CVE-2026-109619), each receiving a severity score of 9.2 out of 10 according to the fourth version of the CVSS security assessment system.

The first vulnerability is related to a flaw in handling out-of-memory conditions, while the second arises from the continued use of internal data after the memory allocated for it has been freed, which may allow attackers to exploit memory management errors to access the server.

Urgent Security Updates

The PHP development team released security updates on Wednesday (October 21) to address the two vulnerabilities, covering versions 8.2.35, 8.3.36, 8.4.27, and 8.5.12, urging all entities using the language to install them immediately.

The team confirmed that the risk includes multiple operating environments, including PHP-FPM and Apache and LiteSpeed servers, noting that some exploitation methods may allow the attack to be executed before the website’s code is executed.

The European Union Agency for Cybersecurity (ENISA) urged organizations to identify systems using “PHP,” prioritize internet-connected servers, and coordinate with hosting companies to apply the updates.

Disruptions in Government Services

Some government services in European and Asian countries experienced outages or temporary restrictions, as operating entities rushed to test and install the security updates.

American and British authorities warned against continuing to operate vulnerable systems without remediation, calling for isolating or temporarily shutting down services if updates or appropriate protective measures could not be applied.

AI Reveals Old Vulnerabilities

Technical reports indicated that artificial intelligence tools contributed to discovering pathways for exploiting the two vulnerabilities and verifying their severity, after preliminary indicators of one of the issues had been known since 2024.

The PHP Foundation acknowledged that the delay in addressing the issue reflects a failure in the mechanisms for handling security reports and prioritizing them.

Experts believe that the rapid evolution of artificial intelligence tools provides security researchers with greater capabilities to discover vulnerabilities, but it may also help attackers develop exploitation methods more quickly.

Warnings About Targeting Unpatched Sites

Cybersecurity experts warned of the potential for an increase in attempts to target servers that have not installed the updates, especially after the technical details of the vulnerabilities were published and preliminary models for exploiting them circulated.

The “PHP” language is used to run a large percentage of websites, but this does not mean that all these sites have been compromised; the actual risk depends on the version of the language used, the server’s operating environment, and the extent to which security updates are applied.

Relevant authorities emphasize that immediate updating and verifying the integrity of systems are the essential steps to reduce the risks of potential attacks.
