The American envoy Steve Witkoff is heading to the Norwegian capital Oslo to hold talks today (Tuesday) with Ukrainian President Volodymyr Zelensky and European leaders, as part of a U.S. initiative to develop a peace proposal aimed at ending the war in Ukraine and presenting it to Russia, according to Axios, citing an American official.
The talks are set to bring together representatives from Ukraine, the United States, and allied European countries, with the goal of formulating a joint vision for a settlement, amid efforts to define the necessary political, security, and economic foundations for reaching a comprehensive and sustainable peace agreement.
According to the American official, Norwegian Prime Minister Jonas Gahr Støre is expected to participate in the Oslo meetings, along with representatives from the group of four European countries “E4,” which includes the United Kingdom, France, Germany, and Poland, as well as officials from the European Union and NATO.
Witkoff plans to convey peace proposals to Moscow
The official clarified that Witkoff plans, after the Oslo meetings, to head to Russia, where he hopes to meet with Russian President Vladimir Putin and present the ideas developed in close consultation with Ukraine and European partners.
This initiative follows previous talks held at the “Shill Bay” club in the Miami area, where Zelensky agreed to review a set of proposals and work on developing them, aiming to find a path leading to a comprehensive and lasting peace agreement.
The official noted that American, Ukrainian, and European representatives worked together over the past week to prepare these proposals, adding that Witkoff and U.S. President’s advisor Jared Kushner had a phone call with Zelensky on Sunday to review the progress made and discuss the next steps.
Kushner will not participate in person in the Oslo meeting due to having the flu, but he will join the talks remotely, according to the American official.
Security guarantees and economic future for Ukraine
The discussions, according to the official, focus on two parallel tracks; the first is securing Ukraine’s future by establishing the foundations for a sovereign, secure, and prosperous state, which includes reliable security guarantees, enhancing the path of European integration, along with preparing a comprehensive economic framework for the post-war phase.
This framework aims to meet Ukraine’s financial needs and create the necessary conditions for achieving long-term growth and attracting investments, thus supporting its ability to recover and rebuild its economy after the fighting ends.
The second track focuses on creating the necessary conditions for achieving sustainable peace by preparing a comprehensive proposal to be presented to Russia, addressing the essential issues for ending the war, along with working on formulating new and stable security arrangements between Russia and Europe, and exploring opportunities for economic cooperation in the post-war phase.
The American official stated that President Donald Trump has directed the launch of an intensive process to prepare a comprehensive peace proposal in cooperation with Ukraine and Europe, explaining that the next step will be to test whether these efforts can form the basis for serious negotiations with Moscow.
He added that consultations are still evolving, and the required work remains substantial, noting that Trump’s goal is to stop the bloodshed, end the war, and lay the foundations for lasting peace that benefits Ukraine, Russia, Europe, and the United States.
The case of the detained American on the agenda of the visit
It is also expected that the American efforts will include attempts to secure the release of Stephen Hubbard, a retired American teacher whom Washington says is unlawfully detained in Russia.
The inclusion of this case on the agenda of the visit comes at a time when the U.S. administration is seeking to advance the political settlement process, alongside addressing other issues related to relations between Washington and Moscow.
However, the outcomes of the anticipated talks remain uncertain, amid the ongoing need for consensus on fundamental security, political, and economic issues, and the extent to which the involved parties are willing to enter into direct negotiations leading to an agreement that ends the war and ensures the sustainability of peace.
