11 جهة تعيد رسم تراخيص استيراد السلع «المقيدة» – أخبار السعودية

أعادت 11 جهة حكومية رسم إجراءات استيراد السلع المقيدة في السعودية، عبر دليل جديد يحدد لكل سلعة الجهة المختصة ومتطلبات الترخيص ومدة معالجة الطلب ومسار الاعتراض، منهياً العمل بالدليل السابق الصادر في 1441هـ ومحولاً إجراءات كانت تخضع لسقوف زمنية عامة إلى مدد محددة بحسب نوع السلعة.
ويبرز الفارق بين التنظيمين في زمن معالجة الطلبات؛ إذ كان التنظيم السابق يضع سقوفاً عامة تصل إلى 10 أيام عمل للتراخيص التلقائية، و30 يوماً لبعض التراخيص غير التلقائية، وقد تمتد إلى 60 يوماً عندما تُدرس الطلبات مجتمعة. أما الدليل الجديد، فانتقل إلى تحديد مدة مستقلة لكل فئة من السلع وفق الجهة المشرفة عليها.
وفي قطاع الإعلام والنشر، حدد الدليل يوم عمل واحداً للبت في طلبات استيراد الكتب والمجلات والصحف والأوعية الفكرية، وكذلك المحتوى الإعلامي المرئي والمسموع.
وامتدت المدد المختصرة إلى القطاع الصحي؛ إذ حدد الدليل يوماً واحداً لبعض الأجهزة والمستلزمات الطبية المخصصة للاستخدام الشخصي، فيما تصل معالجة عدد من تراخيص الأجهزة والمستلزمات الطبية الأخرى إلى يومي عمل.
وفي قطاع الاتصالات وتقنية المعلومات، تصل مدة بعض إجراءات الترخيص إلى 7 أيام عمل، بينما تبلغ المدة في عدد من الشحنات المرتبطة بالأثر البيئي وغازات وتقنيات التبريد 10 أيام عمل.
أما المواد الكيميائية الصناعية، فتصل مدة بعض إجراءاتها إلى 5 أيام عمل، في حين تمر المبيدات بمسار أكثر تعقيداً يبدأ بتسجيل المنتج قبل السماح باستيراده، وقد يستغرق التسجيل من سنة إلى سنتين، ثم يُعالج طلب الاستيراد بعد اكتمال التسجيل خلال المدة المحددة في الدليل.
كما أبقى التنظيم على مسار الاعتراض على قرارات الرفض، إذ يحق لمقدم الطلب التظلم أمام الجهة المختصة خلال 15 يوماً من إبلاغه بالقرار، مع بقاء حقه في اللجوء إلى ديوان المظالم.
وتضمن الدليل اشتراطات مالية لبعض السلع من بينها ضمان بنكي بقيمة 500 ألف ريال لنشاط البنادق الهوائية والأسلحة الأثرية وفق الضوابط المنظمة، و200 ألف ريال لاستيراد المتفجرات المدنية والتجارية، فيما حدد مدة تصريح الألعاب النارية بثلاث سنوات قابلة للتجديد.
Eleven government entities have reinstated the procedures for importing restricted goods in Saudi Arabia through a new guide that specifies for each item the relevant authority, licensing requirements, processing time for requests, and the appeals process, thus ending the previous guide issued in 1441 AH and transforming procedures that were subject to general time limits into specific durations based on the type of goods.
The difference between the two regulations is highlighted in the processing times for requests; the previous regulation set general limits of up to 10 working days for automatic licenses and 30 days for some non-automatic licenses, which could extend to 60 days when applications were reviewed collectively. The new guide, however, has moved to specify an independent duration for each category of goods according to the supervising authority.
In the media and publishing sector, the guide specifies one working day to decide on requests for importing books, magazines, newspapers, and intellectual property, as well as audiovisual media content.
The shortened durations extend to the health sector; the guide specifies one day for some medical devices and supplies intended for personal use, while the processing of several licenses for other medical devices and supplies may take two working days.
In the telecommunications and information technology sector, the duration for some licensing procedures reaches 7 working days, while the duration for several shipments related to environmental impact and cooling gases and technologies is 10 working days.
As for industrial chemicals, the duration for some of their procedures reaches 5 working days, while pesticides undergo a more complex process that begins with product registration before allowing its import, which may take from one to two years, after which the import request is processed within the time specified in the guide once registration is complete.
The regulation also maintains the appeals process for rejection decisions, allowing the applicant to appeal to the relevant authority within 15 days of being notified of the decision, while retaining the right to resort to the Board of Grievances.
The guide includes financial requirements for certain goods, including a bank guarantee of 500,000 riyals for air rifles and antique weapons according to the organized regulations, and 200,000 riyals for importing civil and commercial explosives, while the duration for fireworks permits is set at three years, renewable.
