The Pakistani Foreign Ministry announced today (Friday) the completion of ratification of the Makkah Agreement for Joint Defense, which includes Saudi Arabia, Turkey, and Pakistan. It reiterated Islamabad’s commitment to the Makkah Agreement for Joint Defense, noting the completion of the procedures related to the agreement from the Pakistani side.
This step comes as part of enhancing defense cooperation among the three countries and coordinating efforts aimed at addressing security threats and consolidating security and stability in the region.
The agreement, which was signed in Makkah on August 7, 2026, stipulates that any armed attack on one of the three countries will be considered an attack on all of them, with a commitment to provide mutual assistance according to the terms of the agreement and the capabilities available to each country.
Protecting Security and Peace
For his part, Turkish Foreign Minister Hakan Fidan confirmed that the establishment of the “Makkah Alliance” aims to protect security, peace, and prosperity in the region, stressing that stability cannot be imported or imposed from abroad.
In a speech during the 9th Istanbul Mediation Conference today (Friday), he stated that advancing the path toward peace and prosperity requires adherence to three fundamental principles: sincere dialogue, sustainable mediation, and regional ownership, considering that current crises reveal deeper problems reflecting the loss of legitimacy of the international order.
He pointed out that his country is working to transform mediation into a strategic approach that goes beyond being a diplomatic tool, emphasizing that stability cannot be imported and that lasting solutions cannot be imposed from abroad. Fidan cited Turkey’s efforts in Libya as an example of the role of consensus, mutual trust, and inclusivity in building confidence, expressing his belief that this approach will not only contribute to maintaining calm but will also pave the way for a lasting solution to the Libyan crisis in the near future.
Enhancing Coordination Among the Seven Countries
Istanbul is hosting today a meeting of the foreign ministers of Egypt, Saudi Arabia, Pakistan, and Turkey, known as the (R4) group, along with the foreign ministers of Britain, France, and Germany, in an expanded format being held for the first time.
The discussions are expected to address the Palestinian issue, developments in the Strait of Hormuz and Yemen, efforts to end the Russian-Ukrainian war, as well as ways to enhance coordination among the seven countries.
The 9th Istanbul Mediation Conference will be held on October 23 and 24, under the title “Partnerships and New Horizons for Peace: Mediation in a Changing World,” with the participation of around 200 officials, diplomats, experts, and academics, as well as representatives from research centers from various regions, alongside high-level officials from international organizations, including the Organization for Security and Cooperation in Europe, the Organization of Islamic Cooperation, and the Gulf Cooperation Council.
The conference aims to enhance the role of mediation and diplomacy in preventing and resolving conflicts and to exchange experiences on mechanisms for building sustainable peace, in light of the escalation of international crises and the complexity of conflict pathways.
