The Norwegian Prime Minister Jonas Gahr Støre revealed today (Tuesday) proposals discussed during Oslo talks with Zelensky and European partners, which the American envoy Steve Witkoff will take to Moscow tomorrow (Wednesday).
Støre told reporters that Witkoff will head to St. Petersburg to meet with Russian officials and convey the ideas and proposals discussed by the American, Ukrainian, and European parties, with the possibility of paving the way for a leaders’ meeting, describing the discussions as “positive and constructive.”
He noted that the proposals addressed security guarantees for Ukraine, issues related to territories and sanctions, European security arrangements, and economic recovery plans after the conflict ends.
The Norwegian government confirmed that the participation of American envoys Steve Witkoff and Jared Kushner came at the request of the Ukrainian side.
For his part, Finnish President Alexander Stubb confirmed that negotiations had made progress on a technical level, expressing hope that Witkoff’s upcoming communications with the Russian side would yield positive results.
The Ukrainian channel “TSN” reported that Zelensky began a meeting with the American delegation led by Witkoff in Oslo, with the participation of Stubb and Støre.
The Ukrainian newspaper “Zerkalo Nedeli” mentioned that the Ukrainian delegation included Zelensky’s Chief of Staff Kirill Budanov, his deputies Serhiy Kyslytsia and Pavlo Balisa, the head of the Foreign Intelligence Service Rustem Umerov, and the head of the “Servant of the People” parliamentary faction David Arakhamia.
Zelensky emphasized the necessity of Ukraine’s participation in any negotiations concerning its future, calling for a trilateral meeting with American President Donald Trump and Russian President Vladimir Putin to resolve outstanding issues.
He pointed to the resumption of the exchange of American intelligence related to Russian missile strikes.
In contrast, Kremlin spokesman Dmitry Peskov expressed hope for organizing a meeting soon between Putin and the American negotiators, aiming to inform the Russian president about the results of their communications with Ukrainians and Europeans, and to continue exchanging views between Moscow and Washington on important issues, stressing the significance of these meetings, the dates of which have not been set.
