U.S. President Donald Trump announced his readiness to meet with his Russian counterpart Vladimir Putin and Chinese leader Xi Jinping, but he emphasized that his focus would be on nuclear disarmament efforts, rather than ending the war in Ukraine.
Not for Ukraine
Trump told reporters yesterday, Monday: “I will do it, not primarily for Ukraine, because Russia, frankly, has had a good position regarding Ukraine,” adding: “We will meet to talk about nuclear weapons and nuclear disarmament. We will set a date for a meeting on nuclear disarmament, and this is very positive for the world.”
The Wall Street Journal revealed movements from Moscow to gather the three leaders at a potential summit. It mentioned that the summit would address negotiations to end the war in Ukraine.
However, Trump has long called for involving China in U.S.-Russia talks on nuclear arms reduction, amid the accelerating pace of Beijing’s enhancement of its nuclear warhead arsenal. Yet, China has opposed this idea so far, given that its arsenal is much smaller than those of the U.S. and Russia.
Despite not reaching final plans for such a meeting, Trump indicated that it could take place in China. He is scheduled to visit the country next month to participate in the Asia-Pacific Economic Cooperation (APEC) summit and hold talks with Xi on the sidelines.
Trump, referring to Xi’s recent visit to Washington, said: “If they want to hold it, I think it will be held in China. He just left here.” He added: “If President Xi wants to hold it, I will participate. And I’m sure we will talk about other things, like trade as well, but yes, I will do it.”
Possible Meeting on the Sidelines of APEC
For its part, the Kremlin indicated that Putin and his American and Chinese counterparts might hold a trilateral meeting on the sidelines of the APEC summit next month in China, noting that the idea of holding such a meeting has already been raised during discussions on this matter.
Press Secretary Dmitry Peskov added: “In light of the possibility of the three presidents participating in the summit in China, the topic of this potential meeting has already been raised. The matter was brought up, but no specific proposals or agreements have been discussed or presented by any party, whether regarding the meeting itself or its supposed agenda and content.”
According to a former Russian intelligence officer familiar with the matter, Putin proposed the idea during a phone call with Trump on October 9, which also resulted in an agreement for the U.S. to purchase Russian diesel fuel and facilitate its sale in global markets.
U.S. Pressure on Ukraine
Trump has sought rapprochement with Putin as part of his efforts to reach a final settlement to the war, which he previously pledged to end on his first day in office.
He faced criticism from Ukraine and its allies over an agreement to supply diesel with Russia, which critics described as an economic lifeline for Moscow, despite doubts about its legal legitimacy. Energy sector analysts stated that the agreement does not significantly alleviate fuel costs for American consumers.
Trump has intensified pressure on Ukrainian President Volodymyr Zelensky, describing him as the main obstacle to achieving peace. Zelensky accused the U.S. of reducing the intelligence information it provides to Kyiv, as the rifts between the two presidents widen.
Holding a meeting between Putin, Xi, and Trump to discuss the Ukraine issue is likely to provoke anger from Kyiv and its allies, who have long emphasized the necessity of Ukraine’s participation in any negotiations regarding its future.
Trump indicated in his remarks to reporters his readiness to meet without the participation of the Ukrainian president, stating that his focus is on doing “anything he can do to end the war.”
