The Kingdom of Saudi Arabia led the first comprehensive developmental review of the operational mechanism of the General Conference of the Arab Organization for Education, Culture and Science (ALECSO) since its establishment 56 years ago, through an initiative overseen by a committee chaired by the President of the Executive Council, Hani Al-Qadim, with the membership of 12 Arab countries, aimed at enhancing governance, improving decision-making efficiency, and institutional transformation.

The committee’s work, which extended over a year and a half, resulted in the introduction of four new mechanisms for the first time in the organization’s history: the General Conference Office, the Preparatory Committee, the Strategies and Action Plans Committee, and the Legal Affairs Committee, in addition to a comprehensive amendment of the internal regulations and the construction of a new structural model for the conference.

The committee held 33 meetings, during which it identified 60 legal, technological, coordination, and participatory challenges, and proposed 90 solutions as part of a project focused on five transformation pathways: governance, digital, operational, structural, and institutional.

In May 2026, the committee concluded with 16 recommendations submitted to the Executive Council and the General Conference scheduled to meet next November, the most notable of which include adopting amendments to the internal regulations, reviewing them every four years, developing financial and administrative governance, and establishing a framework for digital transformation. It also recommended elevating the project’s outcomes to the Economic and Social Council of the Arab League to benefit from them as a guiding model for developing the operational mechanisms of specialized Arab organizations.
