من يرقب تحركات الحوثي منذ ثلاث سنوات أي انطلاق المعارك في 7 أكتوبر 2023 في غزة، ثم توسعها في مختلف الجبهات، يرى أنه كان يقوم بتحركات محسوبة لا تستدعي الاستنزاف الكامل وجلب الضربات الإسرائيلية والأمريكية في حدها الأدنى، وسعياً للحفاظ على شعرة معاوية مع السعودية ومصر لتجنّب وصول التأثير على الملاحة لمنطقة تجبر الأطراف على التصدي لأعمال القرصنة الحوثية.
ولهذا ما تلقته الجماعة من ضربات كان أقل تأثيراً مما تعرّضت له حماس وحزب الله، لكنها بالتوازي مع المعارك وجدت عاملين رئيسيين يستحقان الانتباه؛ الأول هل لو كنت خارج المعركة سأكون خارج الاتفاق بين إيران وواشنطن؟ وماذا سيعني ذلك من خسارة مكاسب سياسية لو كان الحوثيون بنداً في الاتفاق، ويعرف الحوثيون جيداً أن إيران ساومت عليهم في سويسرا قبل اتفاق 2015، وأصر المفاوضون الأمريكان حينها على حصر التفاوض في الملف النووي.
العامل الآخر هو العامل الاقتصادي السيئ جداً، والتخلف عن دفع الرواتب في مناطق سيطرة الحوثيين، بالإضافة لأزمات الطاقة والغذاء وغيرها، وبالتالي يجب العمل على السعي للحصول على مكاسب اقتصادية من السعودية ومن المجتمع الدولي، وربما البناء على فترة الضغط الاقتصادي القصوى، التي تحاصر بها أمريكا مضيق هرمز، وتدّعي طهران أنها تغلق المضيق أيضاً لرفع أسعار الطاقة، بالتوازي مع استهداف ناقلات نفط، في مسعى لتحقيق أكبر ضرر اقتصادي على واشنطن، على أمل أن يحقق الديموقراطيون أفضل نتيجة ممكنه في الانتخابات النصفية في شهر نوفمبر المقبل.
وربما أتت التصريحات الأمريكية التي تذكر أنها لن تشارك مباشرة في ملعب اليمن، لكنها ستمد التحالف بالمعلومات الاستخبارية، كإشارة فُهمت خطأً من الحوثي باعتبارها ضوءاً أخضر لهم لمهاجمة الناقلات السعودية والأعيان المدنية، ويبدو قصر النظر الحوثي أضاف عاملاً آخر للوصول لسوء التقدير، وهو حرص المملكة ودول الخليج على تجنّب الدخول كطرف في معركة مباشرة في حرب أطرافها أمريكا وإسرائيل وإيران.
تناسى الحوثي حين كان يبني قدراته المحلية لصناعة الأسلحة والمسيّرات عبر قطع مفرقة يستوردها من الصين، وتمر بعدة مراحل لتغيير المشتري وبلد الشراء لإخفاء بصمات المشتري الفعلي، أن السعودية بدورها دولة كبيرة ووازنة في المنطقة وذات رؤية اقتصادية لا تخلو من تطوير القدرات العسكرية المحلية ونقل المعرفة، بالإضافة إلى إجراء مناورات دورية على أعلى مستوى، وبدورها لديها تراكم سواء من 2009 أو 2015 وصولاً لليوم على المستوى العسكري والاستخباري في اليمن.
لكن ما ينساه بشكل أكبر هو القدرة الدبلوماسية والسياسية للمملكة، والتي تسهم بالفاعلية الشديدة بعيداً عن الضوضاء، فاليوم استطاعت السعودية تفعيل اتفاق مكة مع باكستان وتركيا، ومن يسمع خطاب عبدالملك الحوثي الأخير يلحظ بين أقنعة الثقة نبرة الخوف من تحرك هذا الحلف، كما أن الدبلوماسية السعودية الفاعلية نجحت في التعاون مع فرنسا وبريطانيا وإيطاليا وموافقة من الاتحاد الأوروبي على مستويات مختلفة من التعاون العسكري الدفاعي وحماية الملاحة في البحر الأحمر.
عندما قرر الحوثي أن ينقض العهد الذي تم في 2022، يبدو أن المحرك كان نتاج خليط من سوء القراءة لتطورات المشهد وسوء التقدير لردات الفعل السعودية، وهذا ما أشرت له قبل شهرين في مقال بعنوان «من أيقظ الحوثي.. ومتى يستيقظ العالم»، فأحد أهم المكاسب الدبلوماسية اليوم مقارنة بقبل عشر سنوات، أن العالم يدرك اليوم أن الحوثيين حركة إرهابية وتم الخروج من سذاجة الاعتقاد بأنهم حركة الاستقلال الإيرانية بقيادة غاندي، وبالتالي نجحت السعودية في تسويق السردية الحقيقية عن الجماعة.
قال الملك فيصل رحمة الله عليه يوما: «لا تغضب، لا تغضب، وإذا غضبت لا ترضى».
Anyone who has been monitoring the movements of the Houthis for the past three years, since the battles began on October 7, 2023, in Gaza and then expanded across various fronts, can see that they were making calculated moves that did not require full exhaustion and brought Israeli and American strikes to their minimum. This was in an effort to maintain a delicate balance with Saudi Arabia and Egypt to avoid affecting navigation in a way that would force parties to confront Houthi piracy.
For this reason, the strikes the group received were less impactful than those faced by Hamas and Hezbollah. However, alongside the battles, they found two main factors worthy of attention; the first being whether, if I were outside the battle, I would be excluded from the agreement between Iran and Washington? And what would that mean in terms of losing political gains if the Houthis were a party to the agreement? The Houthis know well that Iran negotiated with them in Switzerland before the 2015 agreement, and American negotiators at that time insisted on limiting the negotiations to the nuclear file.
The other factor is the very poor economic situation and the failure to pay salaries in Houthi-controlled areas, in addition to energy and food crises, among others. Therefore, there must be efforts to seek economic gains from Saudi Arabia and the international community, perhaps building on the period of maximum economic pressure that America is imposing on the Strait of Hormuz, while Tehran claims it is also closing the strait to raise energy prices, alongside targeting oil tankers, in an attempt to inflict the greatest economic damage on Washington, hoping that the Democrats achieve the best possible result in the upcoming midterm elections in November.
Perhaps the American statements indicating that they will not participate directly in the Yemeni theater, but will provide the coalition with intelligence information, were misinterpreted by the Houthis as a green light for them to attack Saudi tankers and civilian targets. The Houthis’ short-sightedness added another factor leading to a miscalculation, which is the Kingdom’s and Gulf states’ desire to avoid entering as a party in a direct battle in a war involving the U.S., Israel, and Iran.
The Houthis forgot, while building their local capabilities to manufacture weapons and drones through various parts imported from China, which go through several stages to change the buyer and the country of purchase to hide the fingerprints of the actual buyer, that Saudi Arabia is itself a large and influential country in the region with an economic vision that includes developing local military capabilities and transferring knowledge, in addition to conducting periodic maneuvers at the highest level. Moreover, it has accumulated experience since 2009 or 2015 up to today in military and intelligence matters in Yemen.
But what they forget even more is the Kingdom’s diplomatic and political capability, which contributes effectively away from the noise. Today, Saudi Arabia has managed to activate the Mecca Agreement with Pakistan and Turkey, and anyone who listens to Abdul-Malik al-Houthi’s recent speech can notice, amidst the masks of confidence, a tone of fear regarding the movement of this alliance. Additionally, Saudi diplomacy has successfully collaborated with France, Britain, and Italy, with approval from the European Union on various levels of military defense cooperation and protecting navigation in the Red Sea.
When the Houthis decided to break the pact made in 2022, it seems that the driving force was a mix of poor reading of the developments in the scene and a miscalculation of Saudi reactions. This is what I pointed out two months ago in an article titled “Who Awoke the Houthis… and When Will the World Wake Up?” One of the most important diplomatic gains today compared to ten years ago is that the world now recognizes that the Houthis are a terrorist movement and has moved beyond the naivety of believing they are an Iranian independence movement led by Gandhi. Thus, Saudi Arabia has succeeded in marketing the true narrative about the group.
King Faisal, may God have mercy on him, once said: “Do not be angry, do not be angry, and if you are angry, do not be satisfied.”
