اليونيفيل ليست قدراً… فمتى يصنع لبنان قدره؟ – أخبار السعودية

بعد ٤٨ عاماً، تتحضّر قوات حفظ السلام الدولية في لبنان، اليونيفيل، إلى إنهاء مهمّتها إلا إذا تبدّل الموقف الدولي وتحديداً الأمريكي، وهو ما ليس مطروحاً، أقلّه حتى هذه اللحظة.
في العام ١٩٧٨، أنشأ مجلس الأمن قوات اليونيفيل «للتأكد من الانسحاب الإسرائيلي، واستعادة الأمن، ومساعدة الدولة اللبنانية على بسط سلطتها على كامل الأراضي اللبنانية بناء على طلبها استناداً إلى القرارين ٤٢٥ و٤٢٦». آنذاك، طلب لبنان المساعدة الدولية لمواجهة الاحتلال الإسرائيلي. تحقق الانسحاب عام ٢٠٠٠، لكن الدولة لم تبسط سلطتها، بل تحوّل التحرير إلى تكريس لقوة حزب الله الداخلية.
وكشفت حرب ٢٠٠٦، حدود فاعلية اليونيفيل، إذ تبيّن أن حزب الله عزّز أكثر حضوره العسكري في جنوب لبنان من خلال بناء ترسانة عسكرية في مختلف المناطق التي يجب أن تكون تحت سيطرة الدولة اللبنانية، بالتوازي مع استمرار الخروقات الإسرائيلية. وأدّت الحرب إلى تكريس قوة الحزب ونفوذه، وإرساء نوع من الـ«status-quo» مع إسرائيل فرضته التوازنات الإقليمية آنذاك.
حينها، لم يرسم حزب الله السياسة الداخلية للدولة فحسب، بل أيضاً الحدود التي يسمح لقوات اليونيفيل بالتحرك ضمنها. وإذا ما حاولت تطبيق مهامها، كانت تتعرّض لحوادث أمنية متعددة تستهدفها في ظلّ عجز تام للدولة عن تأمين الحماية لها. لذلك، لم يكن إحجام الدول المشاركة عن القيام بواجباتها نابعاً من الحرص على سلامة جنودها فحسب، بل أيضاً من تقاطع مصالح بعضها مع سوريا في زمن الوصاية ثمّ حزب الله وإيران بعد ٢٠٠٥ (مصالح بعض الدول في المنطقة وفي أفريقيا على سبيل المثال). وهكذا، تحوّل دور اليونيفيل بحكم الأمر الواقع إلى شاهد، وإلى قوة مساهمة في التنمية الاقتصادية والمجتمعية في الجنوب.
بعد السابع من أكتوبر عام ٢٠٢٣ سقط حزب الله في حرب إسناد غزة فتبدّل ميزان القوى لمصلحة إسرائيل. منذ ذلك الوقت، بدأت إسرائيل محاولات استثمار ما حققته في الميدان، فحاولت تعديل القرار ١٧٠١ وتوسيع صلاحيات القوة الدولية، قبل أن يتمّ التمديد لليونيفيل في إطار منح الدولة اللبنانية مزيداً من الوقت لتنفيذ التزاماتها، لا سيّما في ما يتعلّق بسلاح حزب الله. لكن المشهد تبدّل مجدّداً مع قيام حزب الله بإدخال لبنان الحرب لإسناد إيران في مارس ٢٠٢٦. تكرّس التفوّق العسكري الإسرائيلي، فيما فشلت اليونيفيل مجدّداً في منع الحرب، وفشلت قبلها ومعها الدولة اللبنانية في بسط سلطتها على كامل الأراضي اللبنانية، وفشلت وما تزال في التعامل مع حزب الله.
تطلب الدولة اليوم بأركانها تجديداً مؤقّتاً آخر لقوات اليونيفيل خشية الفراغ الأمني في الجنوب. فعليّا، لا يكشف رحيلها الجنوب أمنيّاً، وهو المكشوف أساساً، بقدر ما يكشف الدولة اللبنانية نفسها وسياسة الهروب وشراء الوقت بانتظار تسوية خارجية.
فمرحلة ما بعد اليونيفيل تضع الدولة أمام مسؤوليات وتحديّات لا سيّما قدرتها على منع حزب الله من إدخال لبنان في حروب جديدة، ونزع السلاح، بالإضافة إلى التعامل مع المسار الأمريكي الذي يسعى إلى إعادة صياغة الترتيبات الأمنية في جنوب لبنان بين لبنان وإسرائيل بدءا من اتفاق الإطار.
بعد ٤٨ عاماً، لا تكمن المشكلة في رحيل قوات اليونيفيل من عدمه، بل في الدولة اللبنانية نفسها. فإذا أراد أهل الحكم في لبنان إخراج البلد من حالة الاستنزاف بين تعنّت حزب الله وسلاحه والاحتلال الإسرائيلي، وجب عليهم تحمّل مسؤوليتهم بدل الالتفاف على القرارات الدولية قبل أن يسقط البلد مجدّداً في دوّامات من العنف والفوضى. اليونيفيل ليست قدراً… فمتى يصنع لبنان قدره؟
After 48 years, the international peacekeeping forces in Lebanon, UNIFIL, are preparing to end their mission unless the international stance, specifically the American one, changes, which is not on the table, at least not at this moment.
In 1978, the Security Council established UNIFIL “to ensure the withdrawal of Israeli forces, restore peace and security, and assist the Lebanese government in exercising its authority over all Lebanese territory at its request based on resolutions 425 and 426.” At that time, Lebanon requested international assistance to confront the Israeli occupation. The withdrawal was achieved in 2000, but the state did not assert its authority; instead, the liberation turned into an entrenchment of Hezbollah’s internal power.
The 2006 war revealed the limits of UNIFIL’s effectiveness, as it became clear that Hezbollah had further strengthened its military presence in southern Lebanon by building a military arsenal in various areas that should be under the control of the Lebanese state, alongside the continued Israeli violations. The war solidified the party’s power and influence, establishing a kind of status quo with Israel imposed by the regional balances at that time.
At that time, Hezbollah not only shaped the internal politics of the state but also defined the boundaries within which UNIFIL forces were allowed to operate. If they attempted to carry out their missions, they were subjected to multiple security incidents targeting them amidst the state’s complete inability to provide protection. Therefore, the reluctance of the participating countries to fulfill their duties stemmed not only from concern for the safety of their soldiers but also from the intersection of some of their interests with Syria during the period of tutelage and then with Hezbollah and Iran after 2005 (the interests of some countries in the region and in Africa, for example). Thus, UNIFIL’s role, by de facto, transformed into that of a witness and a contributing force to economic and community development in the south.
After October 7, 2023, Hezbollah fell in the war supporting Gaza, shifting the balance of power in favor of Israel. Since then, Israel has begun attempts to capitalize on its achievements in the field, trying to amend Resolution 1701 and expand the powers of the international force, before the extension of UNIFIL was granted to give the Lebanese state more time to fulfill its commitments, particularly regarding Hezbollah’s weapons. However, the scene changed again with Hezbollah’s entry into the war to support Iran in March 2026. Israeli military superiority was solidified, while UNIFIL once again failed to prevent the war, and both it and the Lebanese state failed to assert their authority over all Lebanese territory, and they continue to fail in dealing with Hezbollah.
The state today, through its officials, is requesting another temporary renewal of UNIFIL out of fear of a security vacuum in the south. In reality, its departure would not reveal the south security-wise, as it is already exposed, but rather it would expose the Lebanese state itself and its policy of evasion and buying time while waiting for an external settlement.
The post-UNIFIL phase places the state before responsibilities and challenges, particularly its ability to prevent Hezbollah from dragging Lebanon into new wars, disarmament, in addition to dealing with the American trajectory that seeks to reshape security arrangements in southern Lebanon between Lebanon and Israel starting from the framework agreement.
After 48 years, the problem lies not in the departure of UNIFIL but in the Lebanese state itself. If the ruling authorities in Lebanon want to extricate the country from the state of exhaustion between Hezbollah’s obstinacy and arms and the Israeli occupation, they must take responsibility instead of circumventing international resolutions before the country falls again into cycles of violence and chaos. UNIFIL is not a fate… so when will Lebanon shape its own destiny?
