وزير التعليم الفني لـ«عكاظ»: إنهاء الانقلاب الحوثي يتطلب توحيد الصف الوطني – أخبار السعودية

أكد وزير التعليم الفني والتدريب المهني اليمني الدكتور أنور كلشات المهري، أن التصعيد الحوثي الذي شهدته مناطق الساحل الغربي والمخا وباب المندب، وما رافقه من أعمال عسكرية واضطرابات أمنية، ضاعف معاناة المواطنين وألحق أضراراً مباشرة بمؤسسات الدولة والخدمات العامة.
وقال، في حوار أجرته معه «عكاظ»، إن هذه التطورات تزيد من معاناة المواطنين وتهدد مؤسسات الدولة ومكتسبات المجتمع، وفي مقدمتها التعليم والصحة والخدمات الأساسية. مبيناً، أن انقلاب مليشيا الحوثي على مؤسسات الدولة وما تبعه من حرب طويلة أدى إلى تراجع كبير في قطاع التعليم الفني والتدريب المهني، لأنه يعتمد بطبيعته على الاستقرار والتمويل المنتظم والتجهيزات الحديثة والتدريب العملي، وهي عناصر تأثرت بصورة مباشرة خلال سنوات الحرب.
وأوضح، أنه لا يمكن تأجيل التعليم الفني؛ لأنه جزء أساسي من معركة التعافي وإعادة البناء، وهو الوسيلة الأكثر فاعلية لتأهيل الشباب وتمكينهم اقتصادياً والحد من البطالة والفقر، وأنه يتم العمل على تجاوز هذه التحديات من خلال مسارات متوازية. وتطرق وزير التعليم الفني والتدريب المهني إلى مواضيع مهمة من خلال الحوار التالي:

•• لا شك أن التصعيد الحوثي الذي شهدته مناطق الساحل الغربي والمخا وباب المندب، وما رافقه من أعمال عسكرية واضطرابات أمنية، ضاعف معاناة المواطنين وألحق أضراراً مباشرة بمؤسسات الدولة والخدمات العامة. وقد كان قطاع التعليم الفني والتدريب المهني من القطاعات التي تأثرت بصورة كبيرة، سواء بتوقف المؤسسات التعليمية أو تعذر وصول الطلاب والكادر إليها. ويمكن تلخيص أبرز الأضرار والآثار التي لحقت بالقطاع في توقف العملية التعليمية في المعهد التقني التجاري بمديرية موزع، وهو المعهد الحكومي الوحيد الذي يخدم مديريات الساحل الغربي الأربع (المخا، الوازعية، ذوباب، وموزع)، والاستيلاء على أرض كلية المجتمع في المخا الواقعة بجوار المجمع الحكومي، بما يهدد تنفيذ مشروع تعليمي مهم كان من شأنه توسيع فرص التعليم التقني لأبناء الساحل، وتوقف العمل في المعهد الوطني للعلوم الصحية، وهو معهد أهلي نظامي كان يسهم في تأهيل الكوادر الصحية، وتوقف عدد من مراكز التدريب الخاصة، ومنها المركز الأمريكي ومركز Skills Hub، اللذان كانا يقدمان دورات مهنية ودبلومات قصيرة للشباب، وتعطل الطرق الرابطة بين مدينة المخا وبقية مديريات محافظة تعز، الأمر الذي أدى إلى ارتفاع التكاليف، وصعّب وصول الطلاب والمدربين، وحرمان كثير منهم من مواصلة تعليمهم وتدريبهم.
تطورات تزيد معاناة المواطنين
• كيف تنظرون إلى هذه التطورات، وكيف يمكن استعادة الأوضاع؟

• ما هي انعكاسات أعمال مليشيا الحوثي على مشاريع التعليم؟
•• أدى انقلاب مليشيا الحوثي على مؤسسات الدولة وما تبعه من حرب طويلة إلى تراجع كبير في قطاع التعليم الفني والتدريب المهني. فهذا القطاع يعتمد بطبيعته على الاستقرار والتمويل المنتظم والتجهيزات الحديثة والتدريب العملي، وهي عناصر تأثرت بصورة مباشرة خلال سنوات الحرب. ومن أبرز الانعكاسات تسرب أعداد من الكوادر التعليمية والتدريبية، وتوقف التوظيف والإحلال الوظيفي، وحرمان المدربين من فرص التأهيل والتدريب المستمر، مما أضعف قدرة المؤسسات على مواكبة التطورات الحديثة في التكنولوجيا والصناعة وحاجات سوق العمل. كما أدى توقف عملية التطوير إلى تقادم عدد من المناهج والبرامج التدريبية وعدم تحديثها بصورة منتظمة، وهو ما ينعكس على جودة المخرجات وقدرتها على المنافسة والاستجابة للتغيرات المتسارعة في المهن والتقنيات الحديثة. كذلك تعرضت مبانٍ ومعاهد وورش ومعامل لأضرار جزئية أو كلية، فيما تعرضت بعض الأراضي والمنشآت للاعتداء أو الاستخدام لغير الأغراض التعليمية، سواء من بعض النازحين أو التشكيلات والجهات المختلفة. ونتيجة لذلك أصبحت مؤسسات عديدة بحاجة إلى ترميم وتجهيز وإعادة تأهيل شاملة. ويضاف إلى ذلك ضعف الموازنات التشغيلية وارتفاع أسعار مواد التدريب وقطع الغيار والتجهيزات، وهو أمر بالغ الخطورة.
تجاوز التحديات بمسارات موازية
• كيف تتجاوزون هذه الصعوبات؟
•• ندرك أن الوضع شديد الصعوبة وأن الإمكانات المتاحة محدودة، في وقت توجه فيه الدولة جزءاً كبيراً من مواردها نحو مواجهة الانقلاب واستعادة مؤسساتها وحماية المواطنين. ومع ذلك، لا يمكن تأجيل التعليم الفني؛ لأنه جزء أساسي من معركة التعافي وإعادة البناء، وهو الوسيلة الأكثر فاعلية لتأهيل الشباب وتمكينهم اقتصادياً والحد من البطالة والفقر. ونعمل على تجاوز هذه التحديات من خلال مسارات متوازية، تبدأ بحصر المؤسسات المتضررة والمتوقفة وتحديد حاجاتها العاجلة، ثم إعطاء الأولوية لإعادة تشغيل المنشآت القائمة قبل التوسع في إنشاء مبانٍ جديدة. كما نعمل على توفير الحد الأدنى من الموازنات التشغيلية ومواد التدريب، وتأهيل الورش والمعامل، وتحديث المناهج، وتدريب الكوادر. ونسعى كذلك إلى بناء شراكات مع السلطات المحلية والقطاع الخاص والمانحين والمنظمات الإقليمية والدولية، والاستفادة من دعم الأشقاء، وفي مقدمتهم السعودية. كما نعمل على ربط البرامج التدريبية بحاجات سوق العمل، وتشجيع التدريب التعاوني والتلمذة المهنية، بحيث تتحول المعاهد إلى مؤسسات إنتاج وتأهيل حقيقية تسهم في التعافي الاقتصادي. إن تجاوز هذه الصعوبات يحتاج إلى رؤية مرحلية؛ تبدأ بالتدخلات العاجلة لاستمرار الدراسة، ثم إعادة التأهيل والتجهيز، وصولاً إلى تطوير شامل للقطاع يواكب متطلبات التنمية وإعادة الإعمار.
• ماذا عن مدينة الملك سلمان التعليمية والطبية في المهرة، وإلى أين وصل العمل فيها؟
•• تعد مدينة الملك سلمان التعليمية والطبية في محافظة المهرة من أهم المشاريع الإستراتيجية التي ينفذها البرنامج السعودي لتنمية وإعمار اليمن، والعمل فيها يسير بوتيرة جيدة. وهي تجسد نموذجاً مهماً للدعم التنموي السخي الذي تقدمه المملكة العربية السعودية لمحافظة المهرة بصورة خاصة، ولليمن بصورة عامة. تتميز المدينة بأنها مشروع متكامل يجمع بين التعليم والخدمات الصحية، إذ تضم كليات جامعية ومستشفى تعليمياً ومرافق سكنية وخدمية وتجهيزات حديثة. وتشكل رافداً أساسياً للتعليم الجامعي والتخصصي في المهرة والمحافظات الشرقية، ومن المتوقع أن تستوعب أعداداً كبيرة من الطلاب وتوفر لهم بيئة تعليمية وتطبيقية متقدمة. أما المستشفى التعليمي، فسيكون له دور كبير في تخفيف معاناة المواطنين والحد من اضطرارهم إلى السفر للعلاج في عدن أو المكلا أو خارج اليمن. فالمستشفى مرشح لأن يصبح مركزاً طبياً مهماً يستقبل المرضى من محافظة المهرة والمحافظات المجاورة، وربما من مناطق أخرى في اليمن. ونثمن عالياً هذا المشروع الحيوي الذي يلامس حياة المواطنين وصحتهم وتعليم أبنائهم، ونعبر عن بالغ شكرنا وتقديرنا للمملكة العربية السعودية، قيادةً وحكومةً وشعباً، وللبرنامج السعودي لتنمية وإعمار اليمن على هذه الإسهامات التنموية المهمة.
أثر المدينة محوري وهام
• ما الأثر الذي تتركه هذه المدينة تعليمياً وطبياً؟
•• سيكون لهذه المدينة أثر كبير ومحوري في تطوير الخدمات الصحية والتعليمية في محافظة المهرة والمحافظات المجاورة. فمن الناحية الطبية، ستوفر خدمات تشخيصية وعلاجية وتخصصية وسيخفف أعباء السفر وتكاليف العلاج، ويوفر الوقت والجهد، ويسهم في تحسين جودة الرعاية الصحية وسرعة التعامل مع الحالات المرضية والطارئة. وتوطين كثير من الخدمات الطبية داخل المحافظة، واستقطاب الكفاءات والاستشاريين، ورفع مستوى الخدمات الصحية، وتعزيز قدرات الكوادر المحلية من خلال التدريب والممارسة المباشرة. أما تعليمياً، فستوفر المدينة بيئة متكاملة للتعليم والتدريب والتطبيق العملي، وستتيح مرافقها ومستشفياتها ومختبراتها لطلاب الجامعة والمعاهد الصحية والتمريضية ومؤسسات التعليم الفني الطبي. وستسهم في تأهيل كوادر محلية قادرة على تلبية حاجات المحافظة وسوق العمل في القطاعات الصحية والفنية المختلفة. وستفتح المدينة المجال لتنظيم برامج التدريب المستمر والتخصصي، وتشجيع البحث العلمي، وتعزيز التعاون بين المؤسسات التعليمية والصحية، بما يربط الدراسة النظرية بالتطبيق العملي. ولذلك لن تكون المدينة مجرد مجموعة من المباني أو منشأة لتقديم العلاج، بل ستكون مركزاً متكاملاً لبناء الإنسان، وتوطين المعرفة والخدمات الطبية المتقدمة، وإعداد الكفاءات، وتحقيق أثر تنموي مستدام يخدم المهرة واليمن بصورة عامة.
التعليم الفني ومعالجة البطالة
• ما أهم مشاريعكم المستقبلية، ومن أين تستمدون الدعم لتمويلها؟
•• يمثل التعليم الفني والتدريب المهني ركناً أساسياً في رفد سوق العمل بالكوادر المؤهلة، كما يمنح الشباب مهارات عملية تمكنهم من العمل والإنتاج والاعتماد على الذات، بدلاً من انتظار الوظيفة العامة. وتتمثل أولوياتنا المستقبلية في إعادة تأهيل المعاهد والمراكز المتضررة، وتجهيز الورش والمعامل، وتوفير المواد التدريبية، وتحديث المناهج والبرامج بما يتوافق مع حاجات سوق العمل، وتأهيل المدربين وسد العجز في الكادر التخصصي. كما نسعى إلى إدخال تخصصات حديثة في مجالات الطاقة المتجددة، والتقنيات الرقمية، والأمن السيبراني، وصيانة الأجهزة، والخدمات اللوجستية، وغيرها من المجالات المطلوبة. ومن أولوياتنا أيضاً التوسع في برامج التدريب القصير والتلمذة المهنية والتدريب التعاوني مع القطاع الخاص، وزيادة فرص التحاق الفتيات وذوي الإعاقة، وافتتاح برامج مرنة في المديريات المحرومة، إلى جانب تطوير نظام معلومات موحد يساعد الوزارة على التخطيط وقياس الأداء وتوجيه الموارد وفق الاحتياج الفعلي. وقد أعددنا مصفوفة متكاملة للمشاريع ذات الأولوية في المحافظات، وسنعمل على عرضها على الحكومة والسلطات المحلية وصندوق تنمية المهارات، إلى جانب تسويقها لدى المانحين والشركاء الإقليميين والدوليين. ونتطلع بصورة خاصة إلى بناء شراكة إستراتيجية مع البرنامج السعودي لتنمية وإعمار اليمن ومركز الملك سلمان للإغاثة والأعمال الإنسانية، والاستفادة من خبرات المملكة في تطوير مؤسسات التدريب التقني والمهني، بما يسهم في تمكين الشباب، وتوفير فرص العمل، ودعم التعافي الاقتصادي وتحقيق تنمية مستدامة.

• كيف تنظرون إلى مستقبل اليمن في ظل هذه الظروف الصعبة؟
•• أنظر إلى مستقبل اليمن بثقة وأمل، رغم قسوة الظروف وحجم التحديات. واليمن يمتلك من الطاقات البشرية والموقع والموارد والتاريخ ما يؤهله للنهوض من جديد واستعادة مكانته. إن إنهاء انقلاب مليشيا الحوثي واستعادة مؤسسات الدولة يمثلان المدخل الأساسي لتحقيق الأمن والاستقرار وبدء مرحلة التعافي وإعادة الإعمار. وإننا على يقين بأن اليمن لن يبقى أسيراً لهذه المرحلة، وأن إرادة أبنائه المخلصين، ووحدة القوى الوطنية، ودعم الأشقاء الصادقين، ستقود في النهاية إلى استعادة الدولة وبناء وطن آمن ومستقر. ونحن في قطاع التعليم الفني نؤمن بأن بناء المستقبل يبدأ ببناء الإنسان. ولذلك سنواصل العمل، مهما كانت الإمكانات محدودة، لتأهيل الشباب وتسليحهم بالعلم والمهارة، حتى يكونوا شركاء حقيقيين في إعادة إعمار اليمن وصناعة مستقبل أفضل، وسيعود اليمن سعيداً وآمناً بإذن الله، بسواعد أبنائه ودعم أشقائه.
The Yemeni Minister of Technical Education and Vocational Training, Dr. Anwar Kulshat Al-Mahri, confirmed that the Houthi escalation witnessed in the western coast areas, Al-Mokha, and Bab al-Mandab, along with the accompanying military actions and security disturbances, has doubled the suffering of citizens and caused direct damage to state institutions and public services.
He stated, in an interview with “Okaz,” that these developments increase the suffering of citizens and threaten state institutions and community gains, particularly in education, health, and basic services. He explained that the Houthi militia’s coup against state institutions and the subsequent long war led to a significant decline in the technical education and vocational training sector, which inherently relies on stability, regular funding, modern equipment, and practical training—elements that have been directly affected during the years of war.
He clarified that technical education cannot be postponed, as it is an essential part of the recovery and rebuilding battle, and it is the most effective means to qualify youth, empower them economically, and reduce unemployment and poverty. He mentioned that efforts are underway to overcome these challenges through parallel pathways. The Houthi Escalation and Its Impact on Projects
• What projects have been affected by the recent developments in the western coast, Al-Mokha, and Bab al-Mandab?
•• There is no doubt that the Houthi escalation in the western coast areas, Al-Mokha, and Bab al-Mandab, along with the accompanying military actions and security disturbances, has doubled the suffering of citizens and caused direct damage to state institutions and public services. The technical education and vocational training sector has been one of the most significantly affected sectors, whether through the suspension of educational institutions or the inability of students and staff to reach them. The most notable damages and impacts on the sector can be summarized in the suspension of the educational process at the Technical Commercial Institute in the Mawza district, which is the only government institute serving the four districts of the western coast (Al-Mokha, Al-Wazi’ah, Dhubab, and Mawza), and the seizure of land belonging to the Community College in Al-Mokha, located next to the government complex, which threatens the implementation of an important educational project that would have expanded technical education opportunities for the coastal youth. Additionally, work has stopped at the National Institute of Health Sciences, a private regular institute that contributed to qualifying health cadres, and several private training centers have ceased operations, including the American Center and Skills Hub, which were offering vocational courses and short diplomas for youth. The roads connecting Al-Mokha city to the other districts of Taiz Governorate have been disrupted, leading to increased costs and making it difficult for students and trainers to reach their destinations, depriving many of them of continuing their education and training.
Developments Increasing Citizens’ Suffering
• How do you view these developments, and how can the situation be restored?
•• We view these developments with great concern, as they increase the suffering of citizens and threaten state institutions and community gains. Yemen has been engaged in a challenging national battle against the Houthi militia for years. Nevertheless, we are confident that these developments, no matter how difficult, will not erase the will of Yemenis to restore their state and end the coup. Achieving this requires unifying the national ranks and political and military decisions, enhancing coordination between legitimate institutions, the armed forces, and the resistance, being well-prepared, and effectively benefiting from the support of the Saudi-led Coalition to Restore Legitimacy. We are confident that the cohesion of national forces, clarity of purpose, and continued sincere brotherly support will change the balance of the battle and end the Houthi project, leading to a secure and stable Yemen that restores its institutions and capital, Sana’a.
Significant Decline in the Education Sector
• What are the repercussions of the Houthi militia’s actions on education projects?
•• The Houthi militia’s coup against state institutions and the subsequent long war have led to a significant decline in the technical education and vocational training sector. This sector inherently relies on stability, regular funding, modern equipment, and practical training—elements that have been directly affected during the years of war. Among the most notable repercussions are the leakage of numbers of educational and training staff, the suspension of hiring and job replacement, and depriving trainers of opportunities for qualification and continuous training, which has weakened the institutions’ ability to keep pace with modern developments in technology, industry, and labor market needs. The halt in the development process has also led to the obsolescence of several curricula and training programs, which have not been updated regularly, affecting the quality of outputs and their ability to compete and respond to rapid changes in professions and modern technologies. Additionally, buildings, institutes, workshops, and laboratories have suffered partial or total damage, while some lands and facilities have been subjected to encroachment or use for non-educational purposes, whether by some displaced persons or various formations and entities. As a result, many institutions are in need of renovation, equipment, and comprehensive rehabilitation. Furthermore, the operational budgets are weak, and the prices of training materials, spare parts, and equipment have risen, which is a matter of great concern.
Overcoming Challenges Through Parallel Pathways
• How do you overcome these difficulties?
•• We recognize that the situation is extremely difficult and that the available resources are limited, especially as the state directs a significant portion of its resources towards confronting the coup, restoring its institutions, and protecting citizens. However, technical education cannot be postponed, as it is an essential part of the recovery and rebuilding battle, and it is the most effective means to qualify youth, empower them economically, and reduce unemployment and poverty. We are working to overcome these challenges through parallel pathways, starting with identifying the affected and suspended institutions and determining their urgent needs, then prioritizing the reactivation of existing facilities before expanding the establishment of new buildings. We are also working to provide the minimum operational budgets and training materials, rehabilitate workshops and laboratories, update curricula, and train staff. We also seek to build partnerships with local authorities, the private sector, donors, and regional and international organizations, and to benefit from the support of our brothers, foremost among them Saudi Arabia. Additionally, we aim to link training programs to labor market needs, encourage cooperative training and vocational apprenticeships, so that institutes become real production and qualification institutions contributing to economic recovery. Overcoming these difficulties requires a phased vision, starting with urgent interventions to continue education, then rehabilitation and equipping, leading to comprehensive development of the sector that meets the requirements of development and reconstruction.
• What about the King Salman Educational and Medical City in Al-Mahrah, and what is the status of work there?
•• The King Salman Educational and Medical City in Al-Mahrah Governorate is one of the most important strategic projects implemented by the Saudi Program for the Development and Reconstruction of Yemen, and work there is progressing at a good pace. It embodies an important model of the generous developmental support provided by the Kingdom of Saudi Arabia to Al-Mahrah Governorate in particular and to Yemen in general. The city is distinguished as a comprehensive project that combines education and health services, as it includes university colleges, an educational hospital, residential and service facilities, and modern equipment. It serves as a fundamental pillar for university and specialized education in Al-Mahrah and the eastern governorates, and it is expected to accommodate a large number of students and provide them with an advanced educational and practical environment. The educational hospital will play a significant role in alleviating the suffering of citizens and reducing their need to travel for treatment in Aden, Mukalla, or outside Yemen. The hospital is expected to become an important medical center that receives patients from Al-Mahrah and neighboring governorates, and possibly from other areas in Yemen. We highly appreciate this vital project that touches the lives of citizens, their health, and the education of their children, and we express our deep gratitude and appreciation to the Kingdom of Saudi Arabia, its leadership, government, and people, and to the Saudi Program for the Development and Reconstruction of Yemen for these important developmental contributions.
The City’s Impact is Central and Important
• What impact will this city have in educational and medical terms?
•• This city will have a significant and central impact on developing health and educational services in Al-Mahrah Governorate and neighboring governorates. Medically, it will provide diagnostic, therapeutic, and specialized services, reducing the burden of travel and treatment costs, saving time and effort, and contributing to improving the quality of healthcare and the speed of dealing with medical and emergency cases. It will localize many medical services within the governorate, attract competencies and consultants, raise the level of health services, and enhance the capabilities of local staff through training and direct practice. Educationally, the city will provide a comprehensive environment for education, training, and practical application, and its facilities, hospitals, and laboratories will be available to university students and health and nursing institutes and technical medical education institutions. It will contribute to qualifying local cadres capable of meeting the needs of the governorate and the labor market in various health and technical sectors. The city will open the door to organizing continuous and specialized training programs, encourage scientific research, and enhance cooperation between educational and health institutions, linking theoretical study with practical application. Therefore, the city will not just be a collection of buildings or a facility for providing treatment, but it will be a comprehensive center for building human capacity, localizing knowledge and advanced medical services, preparing competencies, and achieving sustainable developmental impact that serves Al-Mahrah and Yemen in general.
Technical Education and Addressing Unemployment
• What are your most important future projects, and where do you derive support to fund them?
•• Technical education and vocational training represent a fundamental pillar in supplying the labor market with qualified cadres, as it provides youth with practical skills that enable them to work, produce, and rely on themselves instead of waiting for public employment. Our future priorities include rehabilitating the affected institutes and centers, equipping workshops and laboratories, providing training materials, updating curricula and programs in accordance with labor market needs, qualifying trainers, and addressing the shortage in specialized staff. We also seek to introduce modern specializations in renewable energy, digital technologies, cybersecurity, device maintenance, logistics services, and other in-demand fields. Expanding short training programs, vocational apprenticeships, and cooperative training with the private sector, increasing opportunities for the enrollment of girls and persons with disabilities, and launching flexible programs in deprived districts are also among our priorities, along with developing a unified information system that helps the ministry in planning, measuring performance, and directing resources according to actual needs. We have prepared a comprehensive matrix of priority projects in the governorates, and we will work to present it to the government, local authorities, and the Skills Development Fund, in addition to marketing it to donors and regional and international partners. We particularly look forward to building a strategic partnership with the Saudi Program for the Development and Reconstruction of Yemen and the King Salman Center for Relief and Humanitarian Action, and benefiting from the Kingdom’s expertise in developing technical and vocational training institutions, which contributes to empowering youth, providing job opportunities, and supporting economic recovery and achieving sustainable development.

• How do you view the future of Yemen in light of these difficult circumstances?
•• I view the future of Yemen with confidence and hope, despite the harsh conditions and the magnitude of the challenges. Yemen possesses the human potential, location, resources, and history that qualify it to rise again and restore its status. Ending the Houthi coup and restoring state institutions represent the fundamental entry point to achieving security and stability and starting a phase of recovery and reconstruction. We are confident that Yemen will not remain a prisoner of this phase, and that the will of its loyal sons, the unity of national forces, and the support of sincere brothers will ultimately lead to the restoration of the state and the building of a secure and stable homeland. In the technical education sector, we believe that building the future begins with building the human being. Therefore, we will continue to work, no matter how limited the resources, to qualify youth and equip them with knowledge and skills, so they become true partners in rebuilding Yemen and creating a better future. Yemen will return to being happy and secure, God willing, through the efforts of its sons and the support of its brothers.
