المجلس الأعلى للقضاء يعتمد قواعد عمل المكاتب الفنية ويوافق على إنشاء محكمة للتنفيذ – أخبار السعودية
عقد المجلس الأعلى للقضاء اجتماعًا في مقر المجلس، برئاسة رئيس المجلس الأعلى للقضاء المكلف الدكتور وليد بن محمد الصمعاني، وبحضور أعضاء المجلس.
وفي مستهل الاجتماع، رفع المجلس الشكر والتقدير لمقام خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود، وللأمير محمد بن سلمان بن عبدالعزيز ولي العهد رئيس مجلس الوزراء، بمناسبة صدور تعديلات عدد من مواد نظام القضاء، مؤكدًا أن ما يحظى به المرفق العدلي من دعم واهتمام من القيادة الرشيدة يسهم في مواصلة تطوير العمل القضائي وتعزيز جودته.
واعتمد المجلس قواعد عمل المكاتب الفنية، التي تنظم إعداد الدراسات ومسودات الأحكام ومراجعتها؛ بما يعزز جودة الأحكام ووحدة تطبيق الأنظمة والمبادئ القضائية. وتتيح القواعد الاستعانة بتقنيات الذكاء الاصطناعي المعتمدة، وقياس الأداء ومتابعته، والاستفادة من نتائجه في تطوير برامج التدريب والتأهيل.
ووافق المجلس على إنشاء محكمة للتنفيذ تضم دوائر ابتدائية واستئنافية، بما يتوافق مع نظام التنفيذ، ويدعم الرقابة على سير إجراءات التنفيذ، ويرفع كفاءة العمل وقياس الأداء، بالتوازي مع التوسع في أتمتة إجراءات وعمليات التنفيذ والاستفادة من تطبيقات الذكاء الاصطناعي.
وناقش المجلس الإجراءات المتعلقة بترقيات القضاة، كما استعرض العمل التحضيري لأعماله وآلياته ومؤشراته الإحصائية، وتابع تنفيذ قراراته وتوجيهاته السابقة، واتخذ عددًا من القرارات المتعلقة بالشؤون الوظيفية للقضاة ودعم المحاكم.
The Supreme Judicial Council held a meeting at the council’s headquarters, chaired by the Acting President of the Supreme Judicial Council, Dr. Walid bin Mohammed Al-Samaani, with the attendance of the council members.
At the beginning of the meeting, the council expressed its gratitude and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and to Crown Prince Mohammed bin Salman bin Abdulaziz, the Prime Minister, on the occasion of the issuance of amendments to several articles of the Judiciary System. The council affirmed that the support and attention the judicial facility receives from the wise leadership contributes to the continued development of judicial work and enhances its quality.
The council approved the rules of operation for the technical offices, which organize the preparation of studies, drafts of rulings, and their review; thereby enhancing the quality of rulings and the uniform application of regulations and judicial principles. The rules allow for the use of approved artificial intelligence technologies, performance measurement and monitoring, and benefiting from its results in developing training and qualification programs.
The council agreed to establish an enforcement court that includes primary and appellate chambers, in accordance with the enforcement system, which supports the oversight of the enforcement procedures, raises work efficiency, and measures performance, alongside the expansion of automating enforcement procedures and operations and benefiting from artificial intelligence applications.
The council discussed the procedures related to the promotion of judges, reviewed the preparatory work for its activities, mechanisms, and statistical indicators, followed up on the implementation of its previous decisions and directives, and made several decisions related to the employment affairs of judges and supporting the courts.
